The device (SV) has a fixed cutting bar (SL) provided with a cutting edge (SK1) at a side, and a movable blade (M) provided with a cutting edge (SK2) at another side. The movable blade is movable against the fixed cutting bar such that a component belt (BG) present between the cutting bar and blade is cut into pieces. Cam disks (KS1, KS2) are coupled with a belt (R1), are driven by an electric motor (GM), and guide the movable blade. Channels move the movable blade via a travel path on the cam disks such that balanced cutting is implemented during rotation of the cam disks. An independent claim is also included for a method for shortening a component belt for a pick-and-place machine.
