<P>PROBLEM TO BE SOLVED: To provide a W/O type emulsion ink composition for a writing utensil, capable of sufficiently inhibiting initial brush blurring on starting an initial writing, and the writing utensil by using the same. <P>SOLUTION: This W/O type emulsion ink composition 12 is obtained by dispersing an aqueous component in an oily component and the oily component contains a plant oil and a phosphate ester.
