<p><P>PROBLEM TO BE SOLVED: To enable a cogeneration system to work as an emergency power supply at power failure without putting a storage battery into each section where the cogeneration system is installed. <P>SOLUTION: When a power system 50 becomes a power failure state, a power failure control unit 4 opens a connection between a power load and an in-building circuit 60 of each section and a shared section, then, initially connects a priority load 41a including an activation load of at least a power generation unit 31a in the power load to an in-building circuit 60 for the section 20a, and gives an activation instruction for the power generation unit 31a under a state that the stored power of the energy storage unit 5 is output to the in-building circuit 60.
