PROBLEM TO BE SOLVED: To provide an ethanol sensor having improved ethanol sensitivity by an optical fiber sensor, and to provide an ethanol measurement system using the ethanol sensor. SOLUTION: The ethanol sensor 10 includes: an optical fiber 1 that includes a hetero core section 3 where one portion of light to be transmitted interacts with the outside world and emits light transmitted through the hetero core section 3 from an emission end after the light is applied to an incidence end; a metal film 16 that is provided on an outer-periphery surface of the hetero core section 3 and generates surface plasmon by reflection of light of the hetero core section 3 on the outer-periphery surface; and an alternate laminated film 17 that is provided on the outer-periphery surface of the metal film 16 and is shrunk or swollen by ethanol in the atmosphere to change a refractive index.
