SOLUTION: An interference space determination means 1b determines the interference space 4 at which a movable part of equipment 2 arrives based on equipment data stored in an equipment data memory means 1a. An approach prohibited space determination means 1c determines an interference space 4 and an approach prohibited space 5 including the space below the interference space 4.
