PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor that suppresses accumulation of a residual potential even when being repeatedly used, and suppresses occurrence of an afterimage henomenon caused by the preceding history remaining on the photoreceptor. SOLUTION: The electrophotographic photoreceptor includes a conductive substrate, a base coating layer formed on the conductive substrate, and a photosensitive layer formed on the base coating layer, wherein the outermost surface layer of the photosensitive layer includes a crosslinked material using at least one kind selected from guanamine compounds and melamine compounds and at least one kind of charge transporting material having at least the one substituent selected from -OH, -OCH<SB>3</SB>, -NH<SB>2</SB>, -SH and -COOH. The content of at least one kind selected from guanamine compounds and melamine compounds in the outermost surface layer is 0.1-5 mass%.
