PROBLEM TO BE SOLVED: To provide a polymer actuator which operates at a high speed and has deformation amount which is large. SOLUTION: The actuator 1 includes an ion conductive polymer layer 2, made of first ion conductive polymers, and electrode layers 3a and 3b, made of second ion conductive polymers and conductive powder and formed on both surfaces of the ion conductive polymer layer 2. The first ion conductive polymers, making up the ion conductive polymer layer, contain functional groups different from functional groups included in the second ion conductive polymers making up the electrode layers 3a and 3b.
