PROBLEM TO BE SOLVED: To accurately detect eyeblink burst, and to accurately assess a drowsiness state. SOLUTION: From time-series data of eyelid opening degrees, a maximum value and a minimum value in a zone where an eye closure duration of an extracted eyeblink is at least a predetermined period of time (for example 1 second) are obtained. In the case that there are a plurality of minimum values in the zone where the eye closure duration is at least 1 second, a variable eye closure threshold is provided by sliding the value from the obtained maximum value toward the minimum value by a predetermined step. With respect to each of the variable eye closure thresholds, eyeblinks which reciprocate the variable eye closure threshold are extracted, and an inter-eyeblink interval is obtained. If the obtained inter-eyeblink interval is 1 second or shorter and, for example, 0.2 seconds or longer, it is determined that the eyeblink burst occurs, and the eyeblink burst is detected.
