PROBLEM TO BE SOLVED: To provide a resource allocation device, a resource allocation method and a program to allocate resources corresponding to each work without increasing the burden of a managing person. SOLUTION: The resource allocation device 1 is used for allocating the resources in a work system 100 which performs the plurality of works using virtual servers A-C. The resource allocation system includes: a selection accept part 10 which accepts selection instructions of work property of each of the plurality of works; a property item management part 30 which manages the properties of the virtual servers required for execution of the corresponding work by dividing into a plurality of items for every work property; and a work performance calculation part 60 which calculates the work performance indicating the degree of each virtual server's adaptation to the target work based on the work property selected for the target work, each item of the performance of the virtual server corresponding to the work property, and the performance of each virtual server, targeting at least one of the plurality of works.
