PROBLEM TO BE SOLVED: To provide a method for manufacturing a refrigeration container having excellent cold insulation performance, and a refrigeration container. SOLUTION: In a process of individually manufacturing a highly insulating panel constituting a roof, an base-frame, a side, a gable and a door, degradation of the predetermined heat insulating performance of a vacuum heat insulating material 36 caused by the breakage of a surface material of a vacuum heat insulating material 36 during the conveyance or during the assembly step of the vacuum heat insulating material 36 can be avoided by using the vacuum heat insulating material 36 which is wholly covered by a urethane foam 36a in advance. Further, the vacuum heat insulating material 36 is positioned so as to form a space for both an inner surface of an outer plate 32 and an outer surface of a lining plate 34, and a urethane foam 18 is filled therein. Thus, the urethane foam 18 is fully filled between the vacuum heat insulating material 36 and the outer plate 32 and the lining plate 34, a urethane foam 36a for wholly covering the vacuum heat insulating material 36 is coupled with the urethane foam 18 to increase the strength of the highly heat insulating panel 12, and any shock from the outside can be damped even during the operation of a refrigeration container 10.
