<P>PROBLEM TO BE SOLVED: To acquire sufficiently much information to accurately estimate the quality of video or audio data to be reproduced in a user terminal. <P>SOLUTION: A video/audio transmit apparatus 100 respectively multiplexes Null packets with a video packet and an audio packet and transmits the multiplexed packets in order to fix a transmission rate. In this case, the video/audio transmit apparatus 100 stores quality influence information indicating how much the data of the video packet is influenced on the reproduction quality of the entire video image is stored in both of a video packet transmitted just before each Null packet and a video packet transmitted just after the Null packet. A packet acquisition apparatus 200 acquires the video packet and the audio packet outputted from a termination device 20 to an STB 30 and detects packet loss on a network.
