PURPOSE: A partial repair apparatus and method for pipes are provided to exclude equipment for thermal medium transfer by solidifying a partial lining at the room temperature. CONSTITUTION: A partial repair apparatus comprises a pressure bag unit(100), a pressure supply and removal unit(60), a working robot(200), and a control device(400). The pressure bag unit has a hollow pipe(110) and a pressure bag(120). The pressure bag is inserted in the hollow of a partial lining(50) and inflated to press the partial lining onto the inner wall of a pipe. The pressure supply and removal unit supplies compressed air to the pressure bag of the pressure bag unit and evacuate the pressure bag. The working robot transfers the pressure bag unit within the pipe. The control device controls the operation of the working robot within the pipe.
