<p><P>PROBLEM TO BE SOLVED: To suppress influence imposed on a packet transfer system when a high load state is generated in a control apparatus. <P>SOLUTION: A monitoring manager 1 compares a load of a controller connected to a transfer apparatus, out of a plurality of controllers 2-1 to 2-2, with a predetermined value. If a comparison result shows that the load is larger than the predetermined value, the monitoring manager activates the controller 2-2 which is not started up, other than the controller 2-1, and instructs transfer apparatuses 3-1 to 3-2 to connect to the activated controller 2-2. When the monitoring manager 1 instructs the connection to the controller 2-2, the transfer apparatuses 3-1 to 3-2 request the controller 2-2 to connect.
