PURPOSE: A method for manufacturing a flexible thin film for a moisture and oxygen barrier substrate and a food packaging material is provided to prevent or reduce insertion of moisture or oxygen into a food packaging material. CONSTITUTION: A method for manufacturing a flexible thin film for a moisture and oxygen barrier substrate and a food packaging material comprises the following steps. A formed film is expanded between a glass transition temperature and a melting point to improve peeling of a particle. A particle with a peeled planar nano and micro meter size is aligned. A surface of a flexible substrate becomes planar by organic film coating(S107). The planar flexible substrate is heat-processed to harden an organic film(S109).
