PURPOSE: A video monitoring apparatus and a method thereof for performing video monitoring and voice monitoring according to volume are provided to perform video monitoring and voice monitoring by monitoring the camera according to the volume of a monitoring area. CONSTITUTION: A collecting unit is installed in a monitoring area and includes a video collecting unit and a voice collecting unit. A controlling unit(20) reads the voice collected from the voice collecting unit. In case the volume of the collected voice is greater than a limit value, the controlling unit collects the video collected from the video collecting unit and the voice collected from the voice collecting unit. The controlling unit includes an interface, a voice reader, an inputting unit, and an outputting unit.
