PURPOSE: A tool set is provided to simply execute the fitting and latching process of a locking device in order to insert a rod into an anchoring member by including a plurality of guide units. CONSTITUTION: A first unit inserts an anchoring member(1) into a bone or a vertebral body(2). The first unit comprises a head and a shaft. The head is inserted into the U-shaped head unit of the anchoring member. The shaft has a first guide unit. A second unit inserts a stabilizer rod(24) into the anchoring member. The second unit comprises a plier(14). The plier has a second guide unit. A third unit(38) fits a locking device to the anchoring member.
