PURPOSE: A light emitting apparatus and a manufacturing method thereof are provided to restrain the discharge of impure gas regardless of the irradiation of a laser by forming a fluorescent material with crystal or glass. CONSTITUTION: A semiconductor laser(40) is arranged in a closed space formed by a casing and a window(30). A fluorescent material(50A) is one of crystal or glass and is offered in a closed space. The fluorescent material absorbs the laser light emitted from the semiconductor laser. The fluorescent material emits a secondary light having a wavelength different from wavelength of the laser.
