PURPOSE: A hydrogen and oxygen number manufacturing device for the mixing combustion using electrolysis and alkalizing the water by using mineral is provided to alkalize the water by using the mineral and make the separation gas of the oxygen and hydrogen through the electrolysis with the low power. CONSTITUTION: A hydrogen and oxygen number manufacturing device includes a preparation tank(10) which stores the tap water or the well water, a buffer(20) mixing hydrogen and oxygen water dissolved from the electrolysis tank are supplied with water. A pi water tub(30) alkalizes the water watering in the buffer bath by using the mineral. The water watering is electrolyzed in the pi water tub and the hydrogen and oxygen precipitation gas are created. With the electrolysis tank(40) discharging hydrogen and oxygen number in which the hydrogen and oxygen precipitation gas are dissolved.
