PURPOSE: A water cooling and heating device for a vehicle, supplying water with non-power, is provided to increase the supply amount of cold water by connecting a cold water tank of a water cooling device and a secondary cold water tank included in a refrigerator of a vehicle. CONSTITUTION: A water cooling and heating device for a vehicle, supplying water with non-power, comprises a water tank(10), a sub tank(24) which stores water supplied from the water tank through a connector(23) by passing a water supply hose(15) from an opening/closing valve of the water tank, a float which restricts the inflow of the water filled up the sub tank, a cool water tub(30) which is supplied water through a first water pipe(26) from the sub tank and supplies cold water through a cool water drain cock(28) after cooling the water by a thermoelectric element(31), a hot water tub(35) which is supplied water through a second water pipe from the sub tank and supplies hot water through a hot water drain cock after heating the water by a heater, and a front case which is coupled to the front of a back case(22) fixing the sub tank, the cool water tub, and the hot water tub. A second cool water tub is arranged in the cool water tub. A cool-water supply pipe is connected between the cool water tub and the second cool water tub. A supply hose supplying water in the second cool water tub to the sub tank is connected. The second cool water tub is installed in a refrigerator for a vehicle.
