PROBLEM TO BE SOLVED: To provide a new method for recognizing a vehicle body part region of a vehicle from a photographed image of the vehicle passing through a road. SOLUTION: A plurality of strip regions in which the direction of each strip inclines in a direction orthogonal to the traffic direction of the road are arranged with respect to an edge image of the vehicle image in S112. A plurality of rectangular frames individually set in the strip direction length based on the photographing position relationship between the vehicle and a camera that photographed the vehicle image are arranged within a vehicle body retrieval range which is a range of the vehicle image corresponding to a range including the strip regions whose edge intensity is a predetermined value or more in the strip regions in S114. The level of line symmetry to the position of a centerline of symmetry on the image of the region in each frame when assuming the centerline of symmetry in a position within the vehicle body retrieval range is determined based on the luminance value of the region in each frame in S115.
