<p><P>PROBLEM TO BE SOLVED: To solve the problem that show-through or ground noise components can not be efficiently removed from image data. <P>SOLUTION: In the noise component removing device, image data including the image of characters are inputted and a rectangular area with a high possibility of including the character is detected (S1). The information of the detected rectangular area is inputted and a histogram (frequency distribution) is prepared for the gradation value of each pixel in areas other than the rectangular area (S2). The information of the histogram on the outside of the rectangular area is inputted and the presence/absence of the ground is determined on the basis of the information (S3). A threshold for removing show-through is set when it is determined that there is no ground (S4), and the presence/absence of an outline character on a colored background is determined when it is determined that there is the ground (S6).
