<p><P>PROBLEM TO BE SOLVED: To provide a developing device in a development system using a two-component developer, wherein a developer is satisfactorily carried on a developing roller and the developing roller is less deflected in a peripheral direction and a direction of a revolving shaft and toner is hardly stuck to a surface of the developing roller with the passage of time to be able to stably form a good output image regardless of the passage of time, and to provide a process cartridge and an image forming apparatus. <P>SOLUTION: On a surface of a developing roller 13a, a plurality of first grooves 131 formed along the direction of the revolving shaft (and/or so that may incline to the direction of the revolving shaft) are provided at intervals in the peripheral direction, and a plurality of second grooves 132 formed along the peripheral direction are provided at intervals in the direction of the revolving shaft.
