<p><P>PROBLEM TO BE SOLVED: To enable an appropriate starting of a vehicle to be carried out in response to a driver's state. <P>SOLUTION: A camera 1 takes an image about a predetermined scope including a headrest at a driver's seat of a vehicle, a human body detecting sensor unit 2 detects whether or not a person is present at the driver's seat of the vehicle, a vehicle starting permission person discriminating unit 3 discriminates whether or not the person is present at the driver's seat of the vehicle and then each of the detected results is supplied to a discriminating unit 4. A driver's existence discriminating unit 11 discriminates whether or not a person is present at the driver's seat, a driver's face discriminating unit 12 discriminates whether or not a face of adult living human being is present at the driver's seat, and a driver's posture discriminating unit 13 discriminates whether or not the driver of the vehicle keeps an appropriate posture. A braking control unit 5 controls either a permission of vehicle starting or an inhibition of vehicle starting in response to a result of discrimination at the discriminating unit 4.
