PROBLEM TO BE SOLVED: To provide a method of manufacturing a heat roller, the method raising adhesion between the inner peripheral surface and the heating element of a base material in the hollow cylindrical shape, and shortening warm-up time; and to provide a fixing device provided with the heat roller manufactured by the manufacturing method. SOLUTION: In the method of manufacturing the heat roller 40 to be used for the fixing device 4 for fixing a toner image formed in a recording medium, a net-like cylinder 403 which can be expanded and reduced in the diameter direction is housed in the hollow part of the base material 400 in the hollow cylindrical shape in a state that a diameter is reduced, and after that, the diameter of the net-like cylinder is expanded to fix the heating element 402 of the heat roller to the inner peripheral surface of the base material.
