The in-vehicle information providing device (2) is provided with a storage part (8) which stores a program listing (40) containing the effective periods of images corresponding to each advertisement, voice data (61) transmitted from the ground transmitting and receiving device (5) to the on-vehicle transmitting and receiving device (3), and the image data (60) containing the voice data (61); and a voice recognition part (23) which adds a value of 1 or more as a voice flag (44) to the program listing (40) when the image data (60) does not contain the voice data (61) but adds 0 as the voice flag (44) to the program listing (40) when the image data (60) contains the voice data (61). The control part (13) sends the voice data (61) corresponding to the voice flag (44) to a radio radiating device (20).
