The inorganic binder comprises Portland cement clinker (5 mass%), slag sand (20 mass%), 10-80 mass% of brown coal fly ash or hard coal fly ash, silica fume (10-80 mass%), and stimulator of alkali carbonate, alkali hydroxide, alkali silicate and alkali silicate hydrate. The binder has high stability against a reaction with calcium sulfate to thaumasite and ettringite. During hardening the binder, calcium-poor calcium silicate hydrate phase forms with a calcium/silicon ratio of 0.8-1.2. The binder is free of calcium hydroxide, calcium sulfate dihydrate, calcium sulfate and calcium oxide.
