<P>PROBLEM TO BE SOLVED: To provide a magnetic sheet which reduces unnecessary electromagnetic wave discharged from an electronic apparatus and controls electromagnetic trouble caused by interference by unnecessary electromagnetic wave in the electric apparatus, which is excellent in the smoothness of the surface, which has high flame retardancy and noise suppression effect, and which has a small load to environment, and to provide a manufacturing method which is easy, low cost, and efficient. <P>SOLUTION: A magnetic sheet 100 includes a magnetic layer 10 and a convexoconcave forming layer 20. The magnetic layer 10 contains at least a binder, a magnetic powder, and a flame retardant. The flame retardant contains at least any one of melamine cyanurate containing a silicon atom and melamine cyanurate containing carboxylic amide. The convexoconcave forming layer 20 has flame retardancy. Bekk smoothness is equal to or less than 20 second/mL.
