<P>PROBLEM TO BE SOLVED: To solve the problem of deterioration of steering feeling due to the acceleration of a vehicle. <P>SOLUTION: An ECU 25 PWM (pulse width modulation)-controls an electric motor 24 for driving a hydraulic pump for generating steering assisting force. The ECU 25 controls the electric motor 24 according to target rotation speed ω<SP>*</SP>set by a target rotation speed setting portion 36. The target rotation speed setting portion 36 includes a basic target rotation speed setting portion 41, a gain setting portion 42, and a multiplier 43. The basic target rotation speed setting portion 41 sets basic target rotation speed according to steering speed and vehicle speed. The gain setting portion 42 sets a gain according to the acceleration of a vehicle.
