<P>PROBLEM TO BE SOLVED: To provide a developing device capable of preventing a developer passing region from being restricted, preventing a developer carrier from being worn out, developing high quality image being stable for a long time, and reducing cost by reducing assembling cost and to provide an image forming device provided with this developing device. <P>SOLUTION: This developing device of horizontal conveyance type is constituted by forming a bulkhead 35Y seperating conveyance passages composed of a plurality of developer conveyance passages, for example, the first developer conveyance passage 33Ya and the second developer conveyance passage 33Yb separately from a housing 31Ya, sticking two seals S having a surplus allowance allowing a user to grip it when peeling them off firmly to block both of communicating holes 35Ya in the bulkhead 35Y, then attaching two seals S to the housing 31Ya, and providing a slit S1 for exposing the surplus allowance of the seals S to the outside.
