<P>PROBLEM TO BE SOLVED: To provide a hinge device that facilitates maintenance even when installed in various orientations according to user-friendliness, and to provide an opening and closing device, and an image forming apparatus. <P>SOLUTION: The image forming apparatus includes the opening and closing device 1 which opens and closes an opening of a device body. The opening and closing device 1 includes the hinge device 2. The hinge device 2 includes: a base member 3 which is attached to a body part of the device body; a first turning member 4 which is rotatably connected to the base member 3 via a first hinge 5; a second turning member 6 which is superimposed on the first turning member 4; and a connecting member 7.
