PROBLEM TO BE SOLVED: To provide an intake air quantity control device capable of appropriately adjusting an intake quantity at the time of transition immediately after change in engine operating condition. SOLUTION: The device adjusts in-cylinder intake quantity through the execution of the cooperative control between variable control of an operating angle VL of an intake valve, based on an operating condition of an internal combustion engine and variable control of a throttle opening TA. The device delays the change start (t2) of the operating angle VL to an angle consistent with the operating condition after change, when the operating condition of the internal combustion engine is changed (t1), slower than the change start (t1) of the throttle opening TA to the opening consistent with the operating condition after the same change.
