A fuel cell system (100) is comprised of a first circulation passage (2) through which a primary refrigerant that recovers exhaust heat of the fuel cell system (100) circulates; a heat accumulator (5) which stores a secondary refrigerant that is heat-recovered from the primary refrigerant; a heat exchanger (4) which heat-exchanges the primary refrigerant and the secondary refrigerant; a second circulation passage (30A) through which the secondary refrigerant that is heat-exchanged with the primary refrigerant in the heat exchanger (4) circulates without passing through the heat accumulator (5); a first circulator (6) which circulates the primary refrigerant within the first circulation passage (2); a second circulator (8) which circulates the secondary refrigerant within the second circulation passage (30A); a heater (200) which heats the secondary refrigerant; and a controller (400) which performs a first processing wherein the heater (200) is operated to prevent the primary refrigerant from freezing, and the first circulator (6) and the second circulator (8) are operated.
