<p><P>PROBLEM TO BE SOLVED: To provide a developing device capable of surely suppressing the scattering of toner, without reducing the amount of carrier in developer, even when an air suction device is used and to provide a process cartridge using the developing device and an image forming apparatus. <P>SOLUTION: A regulating member 96 comprising a plastic sheet having an air permeable mesh structure for regulating the transmission of sucked floating toner and the developer including carrier particles and toner particles by air suction from the air suction opening 95 of the developing device 80 is installed in the developing device.
