PROBLEM TO BE SOLVED: To provide a map data creating system and a map data creating method for easily obtaining information unobtainable from a topographic map and capable of reflecting the information unobtainable from a topographic map into map data. SOLUTION: The map data creating system creates map data constituting a map including at least arrangement of roads through which pedestrians or vehicles pass. The map data creating system includes: a first receiving section 110 receiving, from a portable information terminal 200 carried by a pedestrian, pedestrian position information indicating the position of the pedestrian; a second receiving section 130 receiving, from an onboard information terminal 300 provided in a vehicle, vehicle position information indicating the position of the vehicle; an identification section 150 identifying, based on the pedestrian position information and the vehicle position information, complementary information for complementing the arrangement of roads; and a creating section 160 creating map data on the basis of the complementary information.
