PROBLEM TO BE SOLVED: To provide a composite material for nuclear reactor control rod and a method of manufacturing the rod achieving long life and high quality by reducing deformation to the minimum, suppressing growth due to irradiation during actual use, and improving corrosion resistance. SOLUTION: A hafnium plate 21, of which C-axis of crystal orientation is controlled, is used as a neutron absorber and a zirconium film or a zirconium alloy film 23 is coated on the surface of the hafnium plate 21 by friction stir welding, diffusion bonding, spraying, or explosive bonding.
