<P>PROBLEM TO BE SOLVED: To provide an apparatus which prevents a deterioration in the function of manganese sand as a catalyst, even when the conventionally-used manganese sand with a small surface area is used as the catalyst, and manganese dissolved in water to be treated is oxidized and insolubilized by chlorine to form insolubilized manganese and bind to the surface of the manganese sand. Ž<P>SOLUTION: The apparatus for manganese catalytic oxidation includes a packed bed 21 formed of the manganese sand 20, and allows the soluble manganese-containing water to be treated, loaded with chlorine, to pass through the packed bed 21 in an upward flow at a flow rate corresponding to a high linear velocity of LV=850-3,000 m/day to oxidize and insolubilize the soluble manganese.
