<P>PROBLEM TO BE SOLVED: To provide a rubber composition for a strip layer between a breaker and a ply, suppressing reversion, having good mechanical strength, and capable of reducing rolling resistance, and to provide a pneumatic tire having the strip layer between the breaker and the ply manufactured from the rubber composition. Ž<P>SOLUTION: The rubber composition for the strip layer between the breaker and the ply includes rubber component, and a mixture of an aliphatic carboxylic acid and a zinc salt of aromatic carboxylic acid. The butadiene rubber content in 100 mass% of the rubber component is 0-50 mass%. The content of the mixture is 0.5-10 pts.mass to 100 pts.mass of the rubber component.
