PROBLEM TO BE SOLVED: To improve communication efficiency in a communication environment where periodic impulsive noise is generated. SOLUTION: In the program, an RSSI detection circuit 24 detects the RSSI signal of signals received by an antenna 21, and a noise period measurement section 31 measures a noise period in the communication environment on the basis of the RSSI signal. Also, a number-of-bits calculation section 32 calculates the number of bits of an error correction code to be added to one frame of signals transmitted by a portable device 12 on the basis of the noise period measured by the noise period measurement section 31 and the frame length of the signals transmitted by the portable device 12. Then, a transmission signal preparation section 33 prepares an error correction code specifying signal requesting the transmission of the signals to which the error correction code of the number of bits calculated by the number-of-bits calculation section 32 is added, and the error correction code specifying signal is transmitted from the antenna 22. For instance, this invention is applicable to a communication device which performs communication with the portable device in which a vehicle ID for specifying a vehicle is recorded.
