摘要 PROBLEM TO BE SOLVED: To provide a technology to classify connected components further into populations of drawing elements contained in the connected components, and handle the drawing elements by group. SOLUTION: Raster image data G0 is acquired by an acquisition means 110, and is divided by the image area by image area dividing means 111. A determination means 112 determines whether to vectorize an image area based on the number of drawing colors drawn in a divided image area and the number of times that the drawing colors are switched. A vector information generation means 113 vectorizes the image area according to the result of the determination by the determination means 112, and outputs single layer vector image data G1 corresponding to the image area. A classification condition designation means 114 designates a plurality of classification conditions according to their orders in sequence. A classification means 115 classifies the drawing elements into one or a plurality of groups according to the classification conditions designated by the classification condition designation means 114.
