PROBLEM TO BE SOLVED: To provide a cleaning device and an image forming apparatus capable of preventing deterioration in scraping performance even when the mounting position of a scraping member to be abutted on a belt for scraping off a residual toner on a toner image conveying belt is shifted from a normal position. SOLUTION: The residual toner on an intermediate transfer belt 32 is scraped off from the intermediate transfer belt 32 by the scraping member 72 when the intermediate belt 32 passes through a clamped part clamped between a flat face part 74 of a backing member 76 and the scraping member 72. In this way, when the flat face part 74 is arranged in the backing member 76 disposed while putting the intermediate transfer belt 32 between the scraping member 72 and it, change of a contact condition between the tip of the scraping member 72 and the intermediate transfer belt 32 is prevented even if the mounting position of the scraping member 72 is shifted, and deterioration in scraping performance can be prevented.
