PROBLEM TO BE SOLVED: To provide a means for preventing, in an existing passenger conveyor, a broken glass panel from directly dropping when the glass panel having an anti-scattering film thereon is broken, and to improve safety of the passenger conveyor. SOLUTION: According to a plurality of glass panels 3a, 3, and 3b constituting a balustrade of the passenger conveyor, one anti-scattering film 18a is attached over the adjacent glass panels 3a and 3, and one anti-scattering film 18b is attached over the adjacent glass panels 3 and 3b. As a result, when the glass panel 3 is broken, the broken glass panel 3 does not drop from the balustrade because the broken glass panel 3 is to be held by the non-broken glass panels 3a and 3b on which the anti-scattering films 18a and 18b are attached, respectively.
