PROBLEM TO BE SOLVED: To provide a method of producing a carbamate capable of producing the same at a high yield by causing a carbonate and an amine to react with each other in the presence of a basic catalyst, even if the amount of the basic catalyst used therein is reduced. SOLUTION: There is provided a method of producing a carbamate by the reaction of a carbonate and an amine in the presence of a basic catalyst, which method is carried out while removing an alcohol resulting from the reaction out of the reaction system.
