<P>PROBLEM TO BE SOLVED: To provide an apparatus for refining opportunity crude and a method for refining in which inexpensive fuel is produced using opportunity crude, and which can contribute to cost reduction of a manufacturer greatly. Ž<P>SOLUTION: The apparatus for refining opportunity crude includes: an opportunity crude storage tank which stores opportunity crude; a vacuum distillation column which receives opportunity crude stored in the opportunity crude oil storage tank, removes a low boiling point component under vacuum, and produces bunker C oil which is a heavy oil of a flash point of 70°C or higher; and a storage unit which stores the bunker C oil produced from the vacuum distillation column.
