摘要 <P>PROBLEM TO BE SOLVED: To provide a photoelectric transmitting or a receiving device having a small light scattering angle, a small cubic volume, and high reliability, and to provide a manufacturing method therefor. <P>SOLUTION: The photoelectric transmitting device 2 has: a substrate 21; a first conductive layer 241; a second conductive layer 242; and a photoelectric conversion chip 25. The substrate has a topside surface 210 and a recess 211 and is formed of a composite material. A recess is defined by a bottom 211a and an interior side wall 211b that extends upward from the bottom to a topside surface. The first and second conductive layers are formed using a laser that activates the composite material of the substrate. The first conductive layer is formed on the bottom surface of the recess and extends outward along the interior side wall of the recess and the topside surface of the substrate. The second conductive layer is electrically insulated from the first conductive layer and extends outward along the topside surface of the substrate.
