PROBLEM TO BE SOLVED: To provide a control device for safely switching the frequency of a clock signal without reducing a processing speed of an apparatus driven by the clock signal, and to provide a program generating apparatus for generating a computer program to be performed by the control device. SOLUTION: An amount of change in frequency division values concerned with two pieces of mode information composed of a plurality of mode information pieces is calculated, and the order of frequency dividers 22 to 24 for changing frequency division values is determined based on the calculated result. One of the combined two setting information pieces is set as pre-change setting information and the other is set as post-change setting information. On the basis of the setting information, a computer program is generated so that frequency division values are set in the frequency dividers 22 to 24 in the determined order. The generated computer program is executed by a microcomputer 10 for safely switching the frequency of a clock signal without reducing the processing speed of the apparatus driven by the clock signal.
