<p><P>PROBLEM TO BE SOLVED: To prevent a vehicle from being used illegally by a person other than its regular user. <P>SOLUTION: When a detecting unit 28 detects a connected state with a charger for use in charging a mobile unit 21, a control unit 31 controls a transmission control unit 25 to terminate a function for transmitting a signal, which prohibits a transmission and receiving of the signal to an on-board unit. In addition, the control unit 31 controls an alarm unit 30 in the case that the signal got from the on-board unit is received by a receiving control unit 24 when the transmission and receiving of the signal to the on-board unit is prohibited so as to perform an alarm action against a user.
