PROBLEM TO BE SOLVED: To reliably achieve the unlocking state by disengaging a locking member to a steering wheel or an interlocking member even when the force in the turning direction is applied to the steering wheel in a steering wheel locking device of a vehicle in which the locking member operable at the locking position or the unlocking position and a holding member to be operated with the locking member are repulsively urged toward the unlocking position side, and an engaging member to be engaged with the holding member at the locking position to hold the locking member at the locking position is operated to the disengaging side from the holding member by the operation of an electric actuator. SOLUTION: A forcible unlocking driving means 23 forcibly drives a holding member 19 to the unlocking position side according to the operation of an electric actuator 22 while a locking member 18 is in the locking position.
