PROBLEM TO BE SOLVED: To obtain a radio communication system controlling the transmission power of a radio base station. SOLUTION: The radio communication system is constituted by indoor base stations 2-1, 2-2 and a control station 3 for controlling the transmission powers of the indoor base stations 2-1, 2-2. The radio communication system is equipped with: the indoor base stations 2-1, 2-2 which receive signals from macro base stations 1-1, 1-2, capable of accommodating more terminals than an own station, decide a temporary transmission power value of the own station based on the signals received from the macro base stations 1-1, 1-2, transmit the temporary transmission power value to the control station 3, and set up a transmission power of the own station based on a transmission power value received from the control station 3; and a control station 3 which decides transmission power values of transmission source indoor base stations 2-1, 2-2 of the temporary transmission power value, based on the temporary transmission power value received from the indoor base stations 2-1, 2-2 and transmits the transmission power values to the indoor base stations 2-1, 2-2, respectively.
