PROBLEM TO BE SOLVED: To enhance the evidentiality of an image obtained by subjecting monitoring video image to super-resolution process. SOLUTION: Inside a recording apparatus, a hash value of a low-precision video image (original video image), a hash value of a high-precision video image are added, a hash value of the recording apparatus is determined and encrypted using a private key built in the recording apparatus to create a signature, and the low-precision video image, the high-precision video image and the signature are recorded while being strung. When verifying a signature, the signature is decrypted to determine the hash value using a public key paired with the private key of the recording apparatus, this is compared with the hash value determined from the low-precision video image and the high-precision video image and if the both are matched, it represents that the high-precision video image is surely created by the recording apparatus.
