PROBLEM TO BE SOLVED: To improve the efficiency of saving energy and reduction of an amount of exhaust gas by solving a problem related to safety traveling/congestion due to a vehicle traveling speed difference before and after passing through a specific spot P, and achieving an efficient utilization method of vehicle kinetic energy when a vehicle travels between the specific spot P and an intersection A. SOLUTION: An estimated intersection A arrival time ta and a recommended traveling speed vopt are calculated from a vehicle traveling distance D between the specific spot P and the intersection A, a maximum allowance travel speed Vmax, intersection A signal state information, and a specific spot P passage time tp, the calculated recommended traveling speed vopt is compared with a specific spot P passing actual traveling speed vs0, and uniform speed traveling at the speed vs0 is performed toward the intersection when the specific spot P passing actual traveling speed vs0 exceeds twice of the recommended traveling speed vopt, and when vs0 is less than twice of vopt, accelerationαat which a vehicle arrives at the intersection A at the estimated intersection A arrival time ta is calculated, and traveling is performed toward the intersection at a constant acceleration traveling speed vd(Δt)=vs+α×Δt(Δt: time elapsed after passing through the spot P, vs: actual traveling speed after passing through a certain spot), and the vehicle is made to pass through the intersection A on green without stop at the time ta.
